INTRODUCTION

Lucas Kello is Associate Professor of International Relations and co-Director of the interdisciplinary Centre for Doctoral Training in Cyber Security at Oxford University. His research focuses on the implications of technological revolution for international order. He has developed conceptual frameworks of global technology governance to guide scholars and practitioners working on issues at the intersection of technology and geopolitics such as cybersecurity and space security. He proposed and is currently developing the concept of "Smart Space" to address governance challenges posed by the rise of new spacefaring nations and private space actors. In June 2019, he convened and chaired the “Future Skies” Workshop in the Department of Politics and International Relations (with the sponsorship of the UK Space Agency) exploring ongoing changes in the space sector from a political, social, and economic perspective.
