Lucas Kello is Associate Professor of International Relations and co-Director of the interdisciplinary Centre for Doctoral Training in Cyber Security at Oxford University. He proposed and is currently developing the concept of "Smart Space" to address governance challenges posed by the rise of new spacefaring nations and private space actors.
